The 2025 Annual Andover Town Meeting will begin on Tuesday, April 29, 2025 at 7:00 PM at the Collins Center for the Performing Arts at Andover High School. Annual Town Meeting will continue on April 30, and May 1 if needed. Note that the first night of Town Meeting is on Tuesday.

Andover is considering adopting the Opt-in Specialized Energy Code. This code will help create future-focused new buildings. Why is this code important?
Pre-Wiring for Easy Electric Appliance Upgrades: New homes will be pre-wired for electric appliances, making it easy and far less costly for homeowners to switch to electric systems when the time comes.
Reducing Pollution from New Buildings: This is a key action in Andover’s Climate Action and Sustainability Plan. Adopting this code will help reduce pollution from new buildings, aligning with our town’s commitment to sustainability.
Increased State Grant Opportunities: By adopting this code, Andover is a step closer to becoming a Climate Leader and eligible for new state funding.
Maintains Choice for Homebuyers and Developers: The Specialized Energy Code does not limit options—it ensures that homebuyers and developers still have choices, while moving towards more sustainable construction.
What’s not in the Specialized Energy Code?
It only applies to new construction—not existing buildings or additions.
It does NOT ban fossil fuels
